Yes, because the term Great Britain refers to the larger, i.e. 
greater, of the British Isles.  The British Isles include, but are 
not limited to, Great Britain, Ireland, the Channel Islands, the 
Orkneys, the Shteland Isles, the Hebrides, Isle of Man, Isle of 
Wight, Lundy Island, Scilly Islands and numerous more.  Scotland thus 
occupies the Northern part of the island Great Britain, just as Wales 
occupies a Western part.  

The name of the political entity is The united Kingdom of Great 
Britain and Northern Ireland.

Saying that Ewan McGregor is not British because he is from Scotland 
(assuming that he is) makes as much sense as saying that Bill Clinton 
is not American since he is from Arkansas (assuming that he is).  
Ewan McGregor is British, but he is also Scottish (still assuming he 
*is* from Scotland).  What he considers most important is up to his 
own preference, of course, although I am under the impression that in 
recent years, the trend has been going more towards defining one self 
as English, Welsh, Scottish, etc., rather than British.
