Do you think that may have something to do with the
fact that we never see Sauron on-screen? I think it
does. It leaves a lot to the reader's imagination,
and, along with the general tone of the work, the
reader is free to imagine exactly what s/he fears
most. Plus Sauron's minions (eg. Black Riders) are
pretty scary in themselves; anything that's got
control of them has to be x number of times worse.
