Seat Belt laws in the US

Don't know if it's the only one, but New Hampshire doesn't.  When you 
enter the NH on the interstate highway you see a nice little sign 
recommending that buckling up is a good idea.  "Live free or die," you 
know (or in this case, live free AND die).
