I was going to suggest New York and California for precisely that 
reason! There are enough "weirdos and freaks (ala Vernon)" in those two 
states to mask any activity by the Wizard community. If you put the 
schools on movie lots, you don't have to explain stray magic to the 
Muggles. You don't really even have to mask the school with magic, just 
regular security, and cast the spell so they don't question how long 
the "movie's" been in production.

It wouldn't surprise me that some annual prank (probably by some Gred 
and Forge -like students) is responsible for the continuous stream of 
remakes that seems to be plaguing the movie industry. It also occurs to 
me that we just humbly believe "The People Who Know" when they tell us 
that the ocean goes neon at certain times of the year because of 
algae...hmm.
