I don't think you should ever personally apologise for other people* 
just 'cos they are/were from your country.  You are not them, you do 
not necessarily support them, you probably don't act like them, you 
may even dislike them and/or think they are wrong.  You can be sorry 
for what they have done, but that is not the same thing.

It would be as well for some people here to remember that.

*This is, of course, not applicable to presidents, monarchs, 
ambassadors etc. who _are_ apologising on behalf of the nation.
