Hmmm. Foot and mouth disease is a severe viral disease of livestock and
it's also highly communicable (humans aren't at risk, but they can spread
the virus, hence the blocks on travelling), so it's wrong to say it "barely
affects" animals. Yes, some animals recover after a few weeks, but some
don't. Of course, there's an economic impact, but that isn't the only thing
people are concerned about.
