That is really horrible, Barb. You might want to check with your
local animal control authority or animal shelter as to what the
animal protection laws are in your region. In many places, at least
in the U.S., locking a dog in a tiny, dirty backyard is illegal. If
they are breaking the law, the animal control people can give them a
fine, or even take the dog away.
I just hate people who mistreat animals.
