Who gets the magical endowment?

Since there has been a sizeable chunk of the
electorate voting for "someone else" as getting a
magical boost late in life, I've got to ask: who??

There are other Muggles around, of course, but is
there any particular reason to suspect them, or do
you just have a hunch?

(I voted for Petunia, myself, since that completes
my name theory and I get to look like a savant if
I'm right. ^_~)
