Wow, that's horrible! This same situation actually occurred in the 
city I live in - a strip club was operating in a residential zone. 
I've been racking my brain to try and remember what the neighbourhood 
did to get it shut down (it was all over the news for weeks), but I'm 
only coming up with foggy memories. I seem to recall that they 
contacted the city council, the mayor's office, and the committee in 
charge of issuing permits (liquor, etc.). Oh, and they checked out 
the owner's licence (I think it was fake, IIRC).

Unfortunately, I think the police were involved in the complaint 
process... someone mentioned contacting Internal Affairs, which is a 
good idea. My next idea was to lodge a formal complaint with the 
police department about the lack of action being taken against the 
club (photos or video would help your claim), but then I remembered 
you didn't want to be directly involved. So, I'm afraid that's all I 
can suggest.
