Both these things sound good--I would just add not to trust either of 
these bodies as far as you can throw them re: keeping your identity 
secret.  If you don't want them to use your name, I think you'd 
better send everything anonymously--which naturally lowers its 
credibility, but the hope is that they will be intrigued enough to do 
some investigating themselves.

Neighborhood associations?  Harlem government (is there such a thing, 
e.g. some sub-level of the Manhattan Borough President's office)?

I recommend direct action along Saul Alinsky lines, speaking of 
Chicago.  Not that I have the guts to carry it out myself or 
recommend that you do--but there is probably some kind of community 
organizing group in your area that takes on projects like this.  I'm 
sure they have a list of possible Harlem projects as long as the GW 
Bridge, but again it's worth a shot, especially if you have videotape.

Then there's always the Doonesbury approach:  play very loud Easy 
Listening music out your windows until they beg for mercy.

Sorry.  Just a bit of comic relief there.
