I think it could be argued from 'I Was A Rat' which though written in 
the form of a children's book is one of the most profoundly 
pessimistic pieces of writing I have come across, that Pullman's real 
gripe is with (human) Authorities.  He may not believe in God, but 
the implication of that story is that the world could really do with 
a good one.
