Thanks to all who suggested how to clean the
plates but I actually solved it, elbow
grease, scrub pad and another layer of nail
polish.  For some reason if you put a layer
of new nail polish on an old one and wipe
immediately it removes the second
layer..though you do get a taint of the new
colour (hence the scrub pad).

Plates are mostly sparkling clean and I'm no
longer polishing my nails next to a soapy
sink of dishes.
