There's a whole range of definitions which is hardly surprising.

The single one that appears most commonly used is the Olweus definition (named 
after the guy who came up with it):

"A student is being bullied or victimised when he or she is exposed, repeatedly and 
over time, to negative actions on the part of one or more other students."

The one we tend to use in my committee work is:

"Deliberate psychological, emotional and/or physical harassment of one student by 
another, or a group, occurring at school or in transit between school and home. It 
may include exclusion from peer group, intimidation, extortion and violence, but is 
not necessarily limited to these practices."

Generally speaking, isolated incidents, while still a problem, aren't regarded as 
bullying.

I'm not saying any of these definitions are right - they are just a couple of samples - 
there are a lot around.
