Gulash is Hungarian, and I think they use different seasoning.  In 
Norway it is only seasoned with pepper and salt.  I believe the sauce 
of gulash is much thinner than that of lapskaus too - properly cooked 
lapskaus is relatively thick.  If forced to translate the term 
lapskaus into English, I normally just say it is a variation of Irish 
stew.
