TBAY is Theory Bay. Originally, Theory Bay was the (imaginary) body
of water on which all the ships (imaginary vessels crewed by the
'shippers'*) floated.
(* - you already know that 'shippers' are those who insist that a
romantic relationship exists between the two specified characters --
I am told that in X-FILES fandom, there are only shippers and
anti-shippers: Mulder and Scully do or don't have something going on
on the side, but in HP fandom, there are infinite ships, so the
Harry/Hermione and Ron/Hermione shippers can fight each other, and
the Harry/Hermione and Harry/Ginny and Harry/Cho shippers... Over on
FictionAlleyPark, they have NAMED the ships and signed up for crew
JOBS.)
But soon all kinds of vessels (hovercraft, kayaks, inner tubes, etc)
sprang up to represent theories that don't concentrate on the
characters' sex lives ... There is, for example, one for the theory
that Harry spent the missing 24 hours with Mrs. Weasley and infant
Ron, and that is why they instantly became friends when they met
again at age 11... And a whole village grew up on the shore of the
Bay, including a Canon Museum, Canon College with a final exam in
Snapeology, Safe House for spy theories... Supposedly these theories

And by now TBAYing means arguing predictions of what is going to
happen, or what has already happened but not been revealed to the
readers, in the form of rpg (role-playing-game) write-ups.
