The book makes it pretty clear- no magic is allowed outside the school whatsoever. Using it in front of normal people is an extra serious offense. Apparently the movies are ignoring this rule completely, and to be fair it is kind of insignificant overall. But in the books Hermione never fixed Harry's glasses. (She did say she had practiced some simple spells before though, but it's very likely she just didn't know about the rule yet.)

Now that I think about it though, that rule doesn't make much sense, and would probably be broken all the time. Parents would teach spells to their children, and the kids would want to learn or practice magic (certain more entertaining or useful spells at least). It's like if reading wasn't allowed outside of our schools.
