I'm afraid I believe it can. There is another option to bring the astronauts on the USS
back to earth - use of the Soyuz capsule attached to the station. If the only way to bring
the astronauts back from the station was a shuttle flight, such a flight would most
certainly occur but there is another option.
I think it's most likely there will be a retrieval flight by the shuttle - but there's no certainty
of that.
