The are plenty of vampires that have been de-fanged. Between 
Count Chocula cereal and The Count from Sesame Street (is he 
still around?) little kids probably don't even know vampires are 
*supposed* to be scary.

Besides which the shop in Hogsmeade sells blood lollipops if I remember
correctly so we can assume that some vampires are an actual member of
society rather than total outcasts (like say werewolves).

They're probably all lawyers.
