There's an amazing Vampire character in China Meiville's book "The 
Scar"

who is a vampire and "mayor" of one of the city districts. He even 
levys a blood tax on the people who live there. It's an amazing book 
but you may not want to buy it - he says bad things publically about 
the Harry Potter books :-(
