You make it sound like that's an irrational or counterproductive
policy.
Surely one of the main aims of education policy in a democracy is to
maintain an underclass to make the rest feel they are doing well?
David, who thinks that if veritaserum was administered in the water
supply, the 'Do other people down' party would win every election -
come to think of it, it does anyway
