I am sitting here with my eyes falling out in total shock.  You have GOT to be
kidding me!  Please tell me you are making this up.  Please, please, please. 
They're getting state money, but don't have to abide by state regulations?  I
think I'm going to be sick.  This is the most ludicrous thing I've ever heard. 
I thought *my* state was the only one making a bunch of dumb rules, but I see
that's not so.  Geez.
