I saw that skit, too.  It's not a largely used reference (if you went 
to the corner of the red light district and asked to buy a bag of 
Harry Potter, I doubt they'd know what you're talking about...).  I'm 
guessing the reference stems from one of two places: some marijuana 
has "red hairs" on it, which can be a sign of 
higher "quality/strength."  (Hairy/Harry).  Also, there's the Pot-
part of "Potter."  But I hadn't ever heard of it as a reference 
before seeing the skit, so this is all speculation.
