It's a song from the animated children's movie "Help, I'm a Fish." It was
produced in Denmark or thereabouts, and has been released in the UK, but
not, alas, in the United States (I refuse to buy bootleg copies on eBay).
Alan Rickman does the voice of (what else?) the villain; a shark, I believe.

He didn't go into a studio to record this song for release. He has no
delusions of a singing career. It was part of a feature. Stars who are not
singers, but who can carry a tune, end up doing this sort of thing all the
time when they "voice" animation.

People who post snarky opinions should get all their facts first.
