I would say, no, it is not appropriate for a 13-year-old. There are
highly-charged sexual situations and violence (though, I think less
blood-and-guts than the first movie, but still violent). There are
reasons for the R-ratings. I don't know if a 13-year-old would be
able to distinguish the subtleties - it may just look like a video
game to him.
