Trouble with neighbors, suggestions welcome.

Okay I've got these neighbors who seem to think their idea of a fun
time is shouting matches at all hours of the day.   They do it in
their apartment but they also do it on the front lawn of our apartment
building.  We live in a nice buisness district and I really don't
think it's polite of them to get into a screaming match on the front
lawn (let alone at three a clock in the morning and throw things).

So my problem is, how do I handle this?  I can't ignore it, I've tried
but it got so bad one night I had to call the cops afraid he was
abusing her.   Do I have a leg to stand on to get them to stop?

My theory on housework is, if the item doesn't multiply, smell, catch
on fire or block the refrigerator door, let it be. No one cares. Why
should you?
