Ringing the MoM - is there a code in 6-2-4-4-2?

Could someone in the UK tell me this: do your 
telephone dialing mechanism have letters 
assigned to each of the 10 digits (except "1")?

I'm curious about the sequence of numbers that 
Arthur Weasley used to gain entrance into the 
MoM with Harry for the hearing.  Not that the 
following has yielded any significance to *me* 
so far...but maybe it will ring a bell in one 
of you...  <g>
