Request for Policy Explanation (WAS: That's It For Me, I Guess)

Which list policy has been violated exactly? I've just went through 
the Humongous Bigfile and couldn't find anything about discussing 
ways to improve the HPfGU structure being forbidden. We've had done 
this before in the OTC list.
