My mom has the same problem... She says that one of the most effective
solutions she's found is coyote urine.  You can buy it at some gardening
stores (by the bottle, of course) and spray it around your plants.  The deer
can smell this and it helps keep them away from the garden.

Oh, another fun little tip:  If you grow roses and have a problem with
aphids, grow garlic in the same bed.  Roses and garlic grow well together,
and the smell will keep the aphids from your roses.  (In fact, one nickname
for garlic is "the stinking rose")
