I think your Tonks explanation is very plausible, especially if 
Andromeda also had London turns of phrase.

Or it could be the other way around.  Tonks has only lately come 
to London, for this supercool Auror job she's got, and has dived 
right into all things London.  "Wotcher" is therefore a lovable 
affectation, such as Americans acquire when they live in the UK 
for a few years and start saying things like "I'll ring you" and "She 
got hit by a lorry."
