And in PoA Harry spots someone in a balaclava eating raw liver (yuk!)
in the Leaky Cauldron, and thinks she looks 'suspiciously like a 
hag'.

One of Lockhart's books (mentioned in CoS) is 'Holidays with Hags'. 
While he made up his involvement, most of the Lockhart stories 
genuinely happened to someone. So, yes, I'd agree with Erin that 
hags are distinct creatures in the Wizarding World. Fantastic Beasts 
seems to regard them as non-human intelligent creatures.
