There is something "dusty but dignified" about the character she's described 
which makes me think it might be Prof. Lupin senior. As for major new characters 
he could be the new DADA professor and/or the half blood prince, or the new 
minister for magic. I'm going off the last option there because of her response 
to
"Will Arthur Weasley be the new minister for magic?"

I got the Lupin Sr. thought as well!  Actually, a lot of it reminded me of Lupin.  Same color hair, we don't really know Lupin's eye color, and in the movies, Lupin uses a cane after full moon.  (Goes nicely with the limp and the foreshadowing comments, huh?)

I also thought of Dumbledore when he was younger, but aren't his eyes blue?  I forget.

And, of course, there's teh new DADA teacher.  (Now, THAT could be fun.  What if Lupin Sr. was teaching DADA?)
