I would expect spectacles with a simple wire rim to be cheap ones. (As opposed to Rita Skeeter's something elaborate, was it tortoiseshell?) I know that's not always the case with real-life designers but it's the mental picture in my mind. I can't think of any plastic items cropping up in the wizarding world for there to be an equivalent of Harry's classic NHS specs as the "bottom of the range" ones.
I hope that makes sense, I've only had four hours sleep. (Hermione's teething.)

Sam,  I read with interest your post.  I agree with some although not 
with all of it.  I did have a question about the above part of your 
post.  How does the wire-rimmed spectacles leap to a conclusion of 
poverty?  I don't understand your jump there.
