The same thing happened to me. I recently changed my browser to
Firefox. I went back to my old Internet Explorer and the drawer did
open there. Perhaps you have a similar problem?

A note: despite this unfortunate and rare case, Mozilla Firefox is IMO
a much better brawser than Internet Explorer.
