Juli again:
I just went to Lexicon and here's their information about Elfrida 
CLagg:
Chief of the Wizard's Council in the mid-1300s, Clagg made the Golden 
Snidget a protected species, and set up the Modesty Rabnott Snidget 
Reservation in Somerset (QA). According to her Famous Wizards card, 
Elfrida Clagg was born in 1612 and died in 1687. This information 
doesn't jibe with with what we learn about her in QA.

So according to this as stated in QA, she was alive long before 
Artemisa Lufkin and she wasn't the MoM, she was the Chief of the 
Wizard's council. 

In her Famous Wizard her dates are a bit different, but still no 
mention about being MoM.
