I may not be totally on board for this hypothesis, but it all does 
beg the question: If Hagrid was vindicated by whatever Harry revealed 
in the Chamber of Secrets, why has he not been reinstated as a wizard 
and granted use of a new wand? He is, after all, half wizard by blood 
(prince or no). 

This goes in the same file of questions as "Why is Snape allowed to 
behave as he does in his classroom, punishing indiscriminately, 
humiliating, and being hostile to non-Slytherin students?" Apart from 
the cursory review by the late and unlamented Umbridge, aren't 
Hogwarts teachers held accountable in any way? If I were Dumbledore, 
no matter what else I needed Snape to do in the larger scheme of 
things, he would simply not be allowed to treat any students so 
horribly.

Granted, we have to suspend quite a lot of disbelief to live in the 
JKR world, but we shouldn't be expected to suspend good sense.
