I've addressed this issue before, so I'll try and keep to the short
version. You say that '...he shoud be publically vindicated...', and
therein lies the exact problem. It has become privately and generally
known that Hagrid didn't do it, but there has been no official court
hearing to publicly clear his name.
I've been hoping the Dumbledore would instigate an official effort to
have Hagrid's status legally reversed since the end of CoS. Once the
court has made it a matter of public record, I'm more than convinced
that Hagrid's life experience and many years at Hogwarts more than
qualify him for full wizard status and a new wand.
This is especially important as we proceed into the next books. The
war is in full swing now, and we need every person available operating
at peak efficiency. Hagrid certainly can't do that when he has to go
around pretending he doesn't have a wand.
It's high time they officially cleared Hagrid's name.
