It's definitely 9.01am, but some bookshops (including the large
Borders stores) will be opening earlier to have Harry Potter parties
of various sorts. They will not start selling the books until 9.01am,
though.
I'm in Melbourne, not Sydney, but when Order of the Phoenix came out,
bookshops I saw (in an outer suburb of Melbourne with a significant
number of bookshops had decent sized queues by 7.30am, and they had
mostly preorder people in them - people who hadn't preordered and
just wanted to get in and out reasonably quickly probably started
coming around 10.30am.
Half Blood Prince will probably have even more people, though.
