Well this is curious!  Very strange that the people it is intended 
for cannot find it!
The link is below the multi language options. Does that help?
and it does appear on the alternate addresses of dot org dot net 
etc.  Perhaps you are viewing a cached copy of the splash screen, 
where it only appeared today.  Have you tried an alternate address?
