How I've used it and I believe it is being used here is to describe something that happened but not that directly. Dumbledore did have a drink and return - after a fashion. What's ommitted is that he and Harry apparated to a place, swam icy water into a cave, took a boat over a pond in which dead bodies were floating, then Dumbledore had a poisoned drink, grabbed the locket, shot fire at the dead bodies coming at he and Harry, took the boat back, swam some more, apparated back to Hogsmeade and then returned.
Anyway, that's how I've always used and have understood "after a fashion" to be used.
