I agree with you there about Peeves breaking the cabinet. I wonder, 
though, if the cabinet wasn't already broken as far as what it could 
do. I find it hard to believe that such an item would be allowed in 
Hogwarts unless it were disabled. I suspect that the cabinet 
was "repaired" physically after it was broken but continued to be 
magically broken and put in storage/lumber room etc. where junk 
goes.

Somehow these cabinets got separated. I don't think they were 
particularly dark magic items, just junk furniture once they were 
disabled. Possibly once the cabinets became separated and lost, one 
or it appears that both were disabled to prevent use. (or maybe the 
magic involved got "old" or wore off)

I may be wrong here, but didn't Malfoy also tell Borgin to repair 
the cabinet in the shop and hold it for him?

I believe the cabinet was in a junk room and the reason it appeared 
with all the other stuff in the Room of Requirement was that Malfoy 
needed to find the junk/discarded items and requested that, so the 
Room of Requirement gave it to him and he was able to find the 
cabinet.
