The story is complex. It appears both the Sun and the Mirror were
involved, the difference being that the Mirror called the police
before arranging to meet with the person.

The best synthesis I can make is that the men with the book met the
Sun's man first, and fired a shot over his head when either he
refused to buy the book or he tried to make off with it without
paying. He ran away without the book; then, later the police
arrested the men at a meeting with the Mirror's representative.
