Yes, in context, I think it's an apologisable offence. The insult was
to say "You (the leader of a democracy) can't make the people do what
you want". No democratic leader can afford to be seen to accept a
remark like that, since it seems to be saying that you disrespect the
will of the people. The Harry Potter aspect is just the form it took.
