Could they possible be doing battle with.....Cornelius Fudge? The picture  is 
full of flames (Heliopaths anyone?) and everyone keeps saying they see a  
figure with a wand in Harry's glasses. As strange and bizarre as it sounds let's  
assume that 'Loony' Lovegood knows what she's talking about in Chapter 16, 
OOTP,  "In the Hog's Head" when she says Fudge has his own army of Heliopaths. 
Could  that be what this picture is all about?
