Actually I don't think the problem lies with the way the state and 
federal government have reacted to the damage atrina did (although you 
made some good points) btu the way they reacted before she hit. The 
local news station was talking to insurance companies who had people 
rewady and witing in surrounding areas on Thursday - yet the first time 
Louisiana/NO really tried to make serious preparations seems to have 
been when they ordered evacuation only 24 hours before hand. i think the 
evac should have been started earlier. Also everything I have seen says 
that most of the people who stayed did so because they had no personal 
transportation - so in  mandatory evacuation of the city the authorities 
relied basically on people to get out on their own. If you don't have 
your own transportation you were screwed. That is when the National 
Guard shold have been called in - before the storm to evacuate those 
people who could not leave under their own steam. Yes there would have 
been people who refused  to go, but those who wanted to leave shoudll 
have been given a way out.
