Aha! Carol, thank you! 

I wasn't familiar with the term and thought maybe it was a gate short
enough to give a kiss over (like the kind often found in front of houses).

But the real thing is much more interesting - JKR put it at the
entrance to the Graveyard. IMO it forshadows the King's Cross chapter,
where Hary is in a transition point *between* life and death (my own
reading, and as JKR interpreted it in the post DH interview or webchat).

Take a look at the picture in the link above; as a person passes
through the gate they find themselves in a sort of enclosure that is
neither on one side nor the other (especially when the gate is in
mid-swing).

That detail makes so much sense now. I don't think it has anything to
do with whether or not HH have a "kissing" relationship.
