Kemper now:
For government loans (stafford, etc.) apply through FAFSA at
fafsa.ed.gov
It only pays for school (tuition, books and such).
Payments start after you graduate.

You can apply for private student loan (Lending Tree).
Tuition or housing or whatever you want
Payment starts immediately (usually paying interest only)

Hospital sometimes pay back your student loans up to certain amount 
by giving you a stipend after so many hours of work.

I'm not sure about states.
