The Leaky Cauldron reported yesterday that it's totally fan-generated. 
They even included a Google search result that showed that it was a 
fanfic that had been posted on fanfiction.net earlier this fall and was 
taken down a few weeks ago.

This sort of thing has happened before - people getting sent a work of 
fanfic that's had the fanfic-author's name stripped off it and thinking 
it's Book Six or Book Seven has happened in the past a few times but 
it's never been the fanfic-author encouraging it. When a fanfic writer 
gacks Hedwig's Theme without permission, though.....

Anyhow, I don't know why the reporters for newspapers that OMG-ed about 
this don't know how to use Google. When I first heard about it, I went 
to Google immediately and found the residue from ffn and sent it to TLC, 
who did further confirmation and....

Yeah, fanfic + fanart. And there is, btw, some fantastic fanfic and 
fanart out there (see my sig below) but it isn't JKR-generated. So read 
it, but don't think it's canon, as it can't be.
