In my own experience, it seemed like people felt tea with milk was
more the norm in the UK while in Europe it was more often served
with lemon. Many Americans also take it with lemon.
A friend of mine worked in a restaurant in the UK and found that the
customers expected something special if they ordered the tea with
lemon, like it came in a different kind of glass etc. She'd always
just made tea the regular way and dropped lemon into it. But maybe
that was just the one place in Bristol.
Anyway, it seemed like tea with milk was considered more British--
though that came as news to me. (Though my sister always drank it
with lemon iirc.)
