Magpie:
Twee's an old word.:-) (But not used a lot so it's not unusual not 
to hear it.) It means overly precious or cute in an affected way. I 
didn't find it funy either. I like "Keeping Up Appearances" too--
and "As Time Goes By," might be the one you're thinking of, if your 
PBS station schedule is the same as mine, that is.
