Have you ever seen 'Yes, Minister' or 'Yes, Prime Minister'? If so, 
think of Sir Humphrey and you've got a fair idea of what Umbridge's 
job is, or at least what she thinks it is ;-)

And of course, she's the most senior undersecretary (which is 
often to do more with age than competence). The Ministry in 
the WW certainly does not appear to function on a merit system 
for promotion.
